From September 16 to 21, 2024, a mobile thematic training cycle "Fundamentals of organizational management of personnel and human resources development service" was held in Namangan for the heads of organizational and personnel departments of medical and preventive institutions of the Namangan region.
The Law of the Republic of Uzbekistan "On the state civil service" dated August 8, 2022, the order of the Minister of Health No. 291 dated November 17, 2023 "On the strategic reserve of professional managers in the system of the Ministry of Health" of the Republic of Uzbekistan, as well as radical improvement of their retraining and advanced training" based on the tasks set, in order to ensure the fulfillment of the order of the Ministry of Health No. 03-28 / 8843 dated April 26, 2024, a new mechanism has been introduced - "Thematic training cycle for employees responsible for the development of the organizational structure and human resources of regional medical and preventive institutions." These cycles are planned to be conducted on a territorial basis, and at the moment they have been conducted in Andijan and the Republic of Karakalpakstan.
The next cycle was held on September 16-21, 2024 in the Health Department of the Namangan Region for 47 employees of medical and preventive institutions of this department.
The trainings are conducted by the staff of the Department of Public Health and Healthcare Management of the Center for the Development of Professional Qualifications of Medical Workers, professor of the department D.A. Asadov; associate professors Khakimov V.A., Khamraev A.K., senior teachers T.Yu.Aripov, S.B.Abdurakhimova, assistant Sh.N.Abbaskhanova and representatives of the Republican Council of the Trade Union Committee of the Republic of Uzbekistan in the presence of the head of the regional health department A.M.Iminov. The organization of the cycle with high efficiency was ensured by the assistant of the department Abbaskhanova Sh.N. together with the staff of the Namangan Regional Health Department.
The educational process was organized in the form of theoretical classes, seminars, analysis of the activities of medical institutions in which the students work, as well as acquaintance with a number of institutions under the jurisdiction of the Namangan Regional Health Department and analysis of the directions and mechanisms of their transformation in accordance with the principles of reforms, which gave a unique and practical result.
At the end of the cycle, the students took distance testing and then passed a written exam. Among the proposals they made, of particular importance is the expansion of the number of students in this cycle, an increase in the volume of training, and the organization of the cycle every year in a periodic form.
Of course, such manifestations of improving the process of continuous professional education of managers of the healthcare system serve the effectiveness of the transformation of this industry.
